Article VIII:
Amendments

This Constitution may be amended provided that: (1) the proposed amendment is presented to the Director either in form of a resolution duly adopted by the Board of Trustees or in form of a petition signed by at least ten members of the Council; and either (2) the proposed amendment is distributed in writing by the Director to all members of the Council six weeks in advance of a meeting of the Council and is adopted at such meeting of the Council (a quorum being present) by the affirmative vote of two-thirds of the members of the Council present and voting at such meeting or (3) the proposed amendment is distributed in writing by the Director to all members of the Council together with a mail ballot and is adopted by the affirmative vote of two-thirds of the members of the Council who return mail ballots to and which are received by the Director within forty-five calendar days following the date of distribution by the Director, such date of distribution to be designated by the Director on the mail ballot.
